Are there any definitive guidelines on delivering to flats?

I’ve read on various google searches that we generally aim to deliver to the individual flat front door, however we can refuse to do this if we a) deem it unsafe, or b) there isn’t sufficient lighting, or c) there is no lift.

I always help elderly or disabled persons if they live on a top floor flat, but these days everyone thinks it’s ’your Job to do it, so get on with it’

I find this arrogant and annoying and have started to use the ‘there isn’t a lift to bring it up’ argument, however this is apparently old policy.

      Any guidance would be appreciated.
